hwdata: bump to version 0.308

The hwdata collection is hosted at GitHub now and provides additional databases, besides pci.ids and usb.ids: - Individual Address Block (IAB) and Organizationally Unique Identifier (OUI) databases, from IEEE Registration Authority - PNP ID database (from Microsoft) Install only pci.ids and usb.ids by default, to keep compatibility with previous versions. In the future we can make other packages (pciutils, lshw) use the common files instead of installing their own copies, thus saving some storage space. The check-package script when ran gives warnings on text wrapping on all of these Config files. This patch cleans up all warnings related to the text wrapping for the Config files starting with the letter h in the package directory. We want to use SPDX identifier for license strings as much as possible. SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+. package: remove the trailing slash sign from _SITE variable
