Globally replace $(HOST_DIR)/usr/lib with $(HOST_DIR)/lib

Since things are no longer installed in $(HOST_DIR)/usr, the callers should also not refer to it. We want to use SPDX identifier for license string as much as possible. SPDX short identifier for BSD-3c is BSD-3-Clause.
