We want to use SPDX identifier for license strings as much as possible. SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+. Use $(TARGET_MAKE_ENV) to set $PATH so as to make sure Buildroot pkg-config is used. This corrects pkg-config output, and fixes static build. This version adds support for new Intel SoC (e.g. BayTrail) and spi over usb devices such as pickit2 and ftdi usb-spi.
