SourceForge is working again, and Peter has copied the file to
fan-ctrl.c on sources.buildroot.org so that it gets found if
SourceForge breaks again. Therefore this commit re-enables the
fan-ctrl package.

SourceForge is down, so we can't download fan-ctrl.c anymore, and it's
not on sources.buildroot.net nor anywhere else on the Internet
apparently. So let's mark this not-so-important package as broken for
now, until SourceForge goes back to life.

Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:
$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))
so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.
