ethtool: Allow enabling/disabling pretty printing

Ethtool has a configure script option allowing the enabling or disabling of pretty printing for drivers, SFP modules etc which can save a significant amount of bytes on the root filesystem. We want to use SPDX identifier for license strings as much as possible. SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.
