Pass the -static flag to the final link command. Otherwise, the generated executables are not static when the external toolchain provides both shared and static libraries. dos2unix: use new gettext logic

This commit switches to use the new gettext logic, which involves: - using TARGET_NLS_DEPENDENCIES instead of hand-encoded dependencies on gettext/host-gettext - using TARGET_NLS_LIBS to force linking against libintl - dropping BR2_PACKAGE_GETTEXT selection In addition, we now use BR2_SYSTEM_ENABLE_NLS instead of BR2_ENABLE_LOCALE to decide if NLS support should be enabled or disabled. The check-package script when ran gives warnings on ordering issues on all of these Config files. This patch cleans up all warnings related to the ordering in the Config files for packages starting with the letter d in the package directory. We want to use SPDX identifier for license string as much as possible. SPDX short identifier for BSD-2c is BSD-2-Clause. Having the BR2_PACKAGE_BUSYBOX_SHOW_OTHERS dependencies in package/Config.in is not very practical: it makes this file not very readable, and puts the dependency away from the package itself, which can sometimes be confusing.
