This patch is based on a patch sent by Vicente Olivert Riera and commented by
Arnout Vandecappelle [1].

- Bump version to 1.23
- Add a hook to fix cross-compilation
- Fix license and license files
- Remove patch applied upstream
- Add a BR2_PACKAGE_LIBGPG_ERROR_ARCH_SUPPORTS variable
- Propagate the dependencies using that variable:

Building crda with GCC 6 fails because of all compiler warnings are treated as
errors. Disable the compiler option '-Werror':

cc1: all warnings being treated as errors

Add a patch to drop '-Werror' from CFLAGS.

Add an upstream-submitted (but not accepted) patch in order to allow
crda to be built with python2 as well as python3.
This drops m2crypto usage (python2-only) in favour of pycrypto which can
be built against both major versions.

In commit d54418f2bcd9267fd049511d6236fb91c83b94ea ("crda: fix static
build failure"), some static linking handling was added in crda. But
in a later commit, 7c08fa935f55d108e20834e6b4bba664e1d2d408 ("crda:
needs dynamic library support"), crda was marked as not available for
static only builds.

This means that the static linking logic in crda.mk is now just dead
code, so this commit gets rid of it.

Since a while, the semantic of BR2_PREFER_STATIC_LIB has been changed
from "prefer static libraries when possible" to "use only static
libraries". The former semantic didn't make much sense, since the user
had absolutely no control/idea of which package would use static
libraries, and which packages would not. Therefore, for quite some
time, we have been starting to enforce that BR2_PREFER_STATIC_LIB
should really build everything with static libraries.

As a consequence, this patch renames BR2_PREFER_STATIC_LIB to
BR2_STATIC_LIBS, and adjust the Config.in option accordingly.

This also helps preparing the addition of other options to select
shared, shared+static or just static.

Note that we have verified that this commit can be reproduced by
simply doing a global rename of BR2_PREFER_STATIC_LIB to
BR2_STATIC_LIBS plus adding BR2_PREFER_STATIC_LIB to Config.in.legacy.
