Commit [1] added check package to bluez_utils dependencies without
selecting it at Kconfig level.

Fixes:
Makefile:535: *** check is in the dependency chain of bluez_utils that has added it to its _DEPENDENCIES variable without selecting it or depending on it from Config.in.

The check-package script when ran gives warnings on text wrapping
on all of these Config files.  This patch cleans up all warnings
related to the text wrapping for the Config files starting with
the letter b in the package directory.

The appropriate indentation is: &lt;tab&gt;&lt;2 spaces&gt;&lt;62 chars&gt;

<title>Rename BR2_PREFER_STATIC_LIB to BR2_STATIC_LIBS</title>

Since a while, the semantic of BR2_PREFER_STATIC_LIB has been changed
from "prefer static libraries when possible" to "use only static
libraries". The former semantic didn't make much sense, since the user
had absolutely no control/idea of which package would use static
libraries, and which packages would not. Therefore, for quite some
time, we have been starting to enforce that BR2_PREFER_STATIC_LIB
should really build everything with static libraries.

As a consequence, this patch renames BR2_PREFER_STATIC_LIB to
BR2_STATIC_LIBS, and adjust the Config.in option accordingly.

This also helps preparing the addition of other options to select
shared, shared+static or just static.

Note that we have verified that this commit can be reproduced by
simply doing a global rename of BR2_PREFER_STATIC_LIB to
BR2_STATIC_LIBS plus adding BR2_PREFER_STATIC_LIB to Config.in.legacy.

<title>bluez_utils: broken for static builds</title>

The bluez_utils package requires shared library support unconditionally.
We can't fix it to make it build on static because, for instance,
"plugin.c" file uses dlfcn and it's a basic prereq for bluetoothd, so
add "depend on !BR2_PREFER_STATIC_LIB" to it and recursively to all
packages that selects BR2_PACKAGE_BLUEZ_UTILS.

<title>Config.in files: add missing dependencies to toolchain option comments</title>

When a package A depends on config option B and toolchain option C, then
the comment that is given when C is not fulfilled should also depend on B.
For example:

config BR2_PACKAGE_A
	depends on BR2_B
	depends on BR2_LARGEFILE
	depends on BR2_WCHAR

comment "A needs a toolchain w/ largefile, wchar"
	depends on !BR2_LARGEFILE || !BR2_WCHAR

This comment should actually be:

comment "A needs a toolchain w/ largefile, wchar"
	depends on BR2_B
	depends on !BR2_LARGEFILE || !BR2_WCHAR

or if possible (typically when B is a package config option declared in that
same Config.in file):

if BR2_B

comment "A needs a toolchain w/ largefile, wchar"
	depends on !BR2_LARGEFILE || !BR2_WCHAR

[other config options depending on B]

endif

Otherwise, the comment would be visible even though the other dependencies
are not met.

This patch adds such missing dependencies, and changes existing such
dependencies from
  depends on BR2_BASE_DEP &amp;&amp; !BR2_TOOLCHAIN_USES_GLIBC
to
  depends on BR2_BASE_DEP
  depends on !BR2_TOOLCHAIN_USES_GLIBC
so that (positive) base dependencies are separate from the (negative)
toolchain dependencies. This strategy makes it easier to write such comments
(because one can simply copy the base dependency from the actual package
config option), but also avoids complex and long boolean expressions.
