This is the way the regulatory database handling is defined right now though so remove the logic to handle other channel widths. Split these different cases so that the driver can act accordingly; however, treat local and remote stop the same way and ask the driver to not send frames as aggregated packets any more. In the case of connection drop, the stop callback the driver is otherwise supposed to call is no longer required. Any behaviour to regulatory that needs to be considered before cfg80211 does work to a driver should be specified by using the already existing flags, the reg_notifier() just does post processing should it find it needs to.
