Allow ACPI id to be u32 instead of u8.

- Fixes a build problem with CONFIG_M386=y (include file dependencies get
messy).
- Share the implementation between x86 and x86_64
- These are too big to inline anyway.

Timer overrides are normally disabled on Nvidia board because
they are commonly wrong, except on new ones with HPET support.
Unfortunately there are quite some Asus boards around that
don't have HPET, but need a timer override.
We don't know yet how to handle this transparently,
but at least add a command line option to force the timer override
and let them boot.

- Remove a define that was used only once
- Remove the too large APIC ID check because we always support
the full 8bit range of APICs.
- Restructure code a bit to be simpler.

Delete the ability to build an ACPI kernel that does
not include PCI support. When such a machine is created
and it requires a tuned kernel, send a patch.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
