After the last architecture switched to generic hard irqs the config
options HAVE_GENERIC_HARDIRQS & GENERIC_HARDIRQS and the related code
for !CONFIG_GENERIC_HARDIRQS can be removed.

The MTIP32XX driver calls devm_request_irq() and therefore needs a
GENERIC_HARDIRQS dependency to prevent building it on s390.

This removes the HOTPLUG_PCI_PCIE dependency on the driver and makes it
depend on PCI.
