sh: Fix up cf-enabler dependency for SE boards.
This was using CONFIG_SH_SOLUTION_ENGINE, where we really wanted
CONFIG_SOLUTION_ENGINE. While we're at it, move the whole CF
enabler mess somewhere better suited.
