blackfin: SEC: clean up SEC interrupt initialization
Append the SEC IRQ after the IVG6, which is consistent to BF5xx SIC.
Exclude SIC irqchip fucntions from SEC code.
Call handle_fasteoi_irq in SEC error and fault handler.
