[PARISC] Fix CONFIG_DEBUG_SPINLOCK
Joel Soete points out that we refer to pa_tlb_lock but only define it if CONFIG_SMP which breaks a uniprocessor build with CONFIG_DEBUG_SPINLOCK enabled.
