Defining CONFIG_SYS_TEXT_BASE in config.mk is very old style.
Create CONFIG_SYS_TEXT_BASE option in Kconfig, but let it
depend on CONFIG_SPARC because we do not want to disturb
the other architectures that still define CONFIG_SYS_TEXT_BASE
in their header files.

The same outputs are generated with or without -I$(TOPDIR)/board.
I cannot understand why it is necessary. Remove.

Board config.mk do not need to add -DCONFIG_SYS_TEXT_BASE
to CPPFLAGS because the top level config.mk does instead.

The change is currently needed to be able to remove the board
configuration scripting from the top level Makefile and replace it by
a simple, table driven script.
Moving this configuration setting into the "CONFIG_*" name space is
also desirable because it is needed if we ever should move forward to
a Kconfig driven configuration system.
