The FREQ_MCA_MHZ is being used differently in Axone than previously
in P9 systems. Now this attribute is now tied in a relationship with
the MC_PLL_BUCKET and OMI_PLL_VCO attributes which is defined in the
OMI_PLL_FREQ_LIST in the EKB. Hostboot will use the FREQ_OMI_MHZ,
which was determined from the parsing DDIMM's VPD, to tell if we
have decided that a different PLL bucket than what we booted with
is more optimal. At least one scominit procedure is also looking up
these values. This commit provides that functions that will allow
the Hostboot platform to easily lookup these values.

This commit moves the Explorer-specific OCMB_CHIP target into the
'generic' OCMB_CHIP target so that there is only one target. This
target will also be used for Gemini. Changes were also made to look
for Gemini vs Explorer where appropriate based on ATTR_CHIP_ID.

ATTR_FREQ_MCA_MHZ is being reused on Axone to drive the memory
clocks out to the OMIs. Previously this value was locked to the
NEST/PB frequency so the value was constant.

New effective configuration HWPs have been introduced in Axone.
Currently p9a_mss_eff_config and p9a_mss_eff_config_thermal are
no-ops but this commit gets the calls in-place so we are ready.
Eventually we need to pull in the rest of the eff_config HWPs
but there are not even no-ops stubs to pull in yet.

This commit follows up on previous work that pulled in the code
that can find the correct EFD given a SPD blob of data which has
the DDR SPD and the EFD for the DDIMM. This commit adds ocmb_spd.C
which provides a DeviceFW::SPD read interface for OCBM targets,
and hooks is up to the platform implementation of the FAPI
interface platGetVPD for OCMB target. Also this commit forces all
VPD IO in Axone to go through HW, which will actually read from
the new EEPROM cache in pnor.

This commit puts in the plumbing to have xmltohb.pl look for
ATTR_OMIC_PARENT attributes on the OMI targets and with the value
of that attribute define a bi-directional relationship between the
given OMI target and its defined OMIC parent. Each target in the binary
will have pointers to its associated parent/child. When getChildren<OMI>
or getParent<OMIC> is called in the FAPI2 api for a OMIC or OMI target
respectively, then the Hostboot platform implementation of these
functions will route to the new getParentOmicTargetsByState and
getChildOmiTargetsByState functions that were defined to perform lookups
in the targeting binary for this relationship.

Added mrwHide to a lot of platInit attributes, this will prevent
them from showing up in the ServerWiz tool where the value will
be hard to change. Instead these will always rely on the default
in the xml or explicit platform code to set.
Also removed a bunch of unused tags to clean things up.

This commit adds test cases for new OCMB_CHIP and MEM_PORT target
types that are being added to support the new explorer memory buffer
used in Axone.
Also this commit fixed up the Axone target generation which was
missing a break on the inner loop and removed some changes that
were made in target.H which was allowing invalid parets to be
looked up for dimm targets.

This commit will add new fapi2 tests case to make sure that the

this commit I realized how much of a pain adding new targets can
be for these tests so I added some macros to reduce the amount of
changes required for some of the tests when new targets get added

Added 3 new target types to start things off. These are the OMI
(open-capi memory interface), the OMIC (open-capi memory interface
controller), and the MCC (memory channel controller). These new
targets will help us represent the new memory complex we are using
for axone. The axone memory hiearchy will look like this:
MI--MCC
/ \
Proc--MC < __ OMI--OCMB--MEMPORT--DIMM
\ /
OMIC
**Note that OCMB/MEMPORT have not been implemented in hostboot yet

Memory VPD contents have changed since the cards have been
built so we need to provide a method to override the data
as part of a FW build. We have done the same thing
previously for the MEMD record on the Nimbus machines
so will use the same design here for SPDX.
As part of this change, the previous MEMD support was
refactored to be completely generic so a single code path
can be used for any arbitrary record.

- Consolidating the three <ppe>_image_ring_generation functions
into a single shared, and renamed, ring_section_generation
function,
- Moving several data centric functions into common_ringId API,
- Use of sizeof(<type or var>) instead of hardcoded assumptions
about structure or data type sizes,
- Renaming of variables which makes sense in the context of the
scope of this commit, such as:
- ringBuffer renamed to ringSection
- ringBufSize renamed to ringSectionSize and type changed to
uint32_t
- Removes the backward compatibility to TORV3/V4 and now only
works with latest TOR version, i.e. 6 at this point.
About the Hw_ImageBuild_Prereq:
- 51511 must have fully propagated into all repos and drivers
used in FSP CI tests before this commit (43175) can be merged.
43175 removes the TORV3/V4 backwards compatibility to support
TOR ring sections that have TOR level DD coordination.

Hostboot does not support thread local storage, however several
HWPs use this concept. Specifically the memory HWPs use it for
their c_str() function that prints out target strings. If these
HWPs are called in multiple threads there is a chance of a buffer
overrun that leads to a crash.
The fix is to create a new INVOKE-style macro that befores the
same mutex lock as a regular FAPI_INVOKE_HWP call.

- Introduces Centaur ring ID header files and ring_apply support to generate
a separate Centaur ring image file.
- Introduces common ring ID header file consumed by both P9 and Centaur and
all user codes, e.g. putRing, ipl_build, xip_tool, etc.
- Introduces a namespace approach for complete separation of P9 and Centaur
ring data and to facilitate execution time selection of either P9 and
Centaur ring data.
- Added Centaur image .rings generation function to p9_ring_apply.
- This commit does NOT support Centaur in the TOR API nor in xip_tool. See
commit 38018 for that support.
- Modified hw_image.mk file to support Centaur XIP image generation.
- Updated ring_apply to also support .overrides ring gen for Centaur.

HWP writers need a way to request certain HWPs to run on the SBE
for non-master processor targets while we are in secureBoot mode.
This macro will check these conditions and if we are on a non-master
in secureMode then we will issue a fifo chipop to the slave sbe
in order to request the SBE to perform the HWP. This commit also
adds some simple test cases to verify the failure paths. Also
fapi2 test cases are re-enabled in this commit.

The WOFDATA lid is now 12MB which is too big for our default
malloc logic that requires contiguous memory. Instead we will
use a custom VMM block to page in new pages dynamically as
needed.

Adding a transparent pass-thru for FAPI_PLAT_CALL_SUBROUTINE to
handle FAPI_CALL_SUBROUTINE calls from HWPs. More work will be
required to convert these into chipops later.
