Make RT_TARG id generation code common between IPL time and runtime

For axone we are writing the OMI mmio bars into hdat so the hypervisor know how to talk to the devices. IPL code needs to be able to lookup the hbrt-style ids so we can use them to make hdat entries that the hypervisor will be able to associate targets with. This commit also move rt_targeting.H to the correct include directory and updates everywhere that it is included. Clean up the attribute error user details

Moved the structural parts of the errludattribute code into source files, instead of being generated. Now we only pull in the generated code where it is actually useful. This makes updates simpler and faster to compile. Added a couple more attributes to the supported list of displayable values. Improved an error path to get more useful information from unsupported attributes. Initialize SBE message communication on HBRT start

Need to clear first 2 bits in CFAM register 0x283B. This basically resets our SBE communication stream just incase HBRT restarts after processing SBE interrupt. Clearing these bits tells the sender to resend the command. Adding support for TOD RAS on FSP systems

Moved the TOD files from directory /hostboot/src/usr/isteps/istep18 into a new TOD directory - /hostboot/src/usr/isteps/tod. Created a tod library from the files within the new TOD directory. Added a runtime directory underneath the tod directory. Created the rt_todintf.C file which contains the two newly added interfaces - readTodProcDataFromFile and resetBackupTopology.
