Prior to this commit we ended the IPL at istep 14.7 and ran the CXX test suite before shutting down. This commit will allow us to run through istep 21 like a standard IPL. Method to execute testcases early in the boot

A new CONFIG variable has been created that will trigger the istep dispatcher to start the CXX unit test execution at some point during the boot rather than waiting until the end. This is useful for quick targeted testing and also for early bringup of new platforms. CONFIG_EARLY_TESTCASES is the new flag, and it uses ATTR_EARLY_TESTCASES_ISTEP to determine where in the boot to stop. Changes were required in several testcases to either skip the test completely (typically due to not having enough memory) or to add additional logic to load new support libraries on demand. The Axone platform has this flag enabled by default to execute testcases at the end of istep 6.9 (host_gard). Add VERSION to all OpenPOWER HBRT error logs

Now that the VERSION partition is a secure section, in order to have the version info in all runtime error logs the VERSION section has been put into reserved memory which can then be loaded and added to all HBRT OpenPOWER error logs. Add deconfigTargetAtRuntime interface

-PRD will call this function in response to a core unit checkstop detected by PHYP. The new function will mark the core as non-functional and call a hardware procdure to update the multicast groups for cores and chiplets. The procedure will also update the OCC core configuration status and the quad core status registers which reflect the number of enable cores/quad in the system at runtime. Error when hb tries to access reserved memory past limit

An issue has recently occurred when hb reserved memory past the allowed limit (256M-4K) and overwrote some of the PHYP memory, which caused bugs that were difficult to debug. This change is to check the memory address we are trying to reserve and throw an error if the address is at or above the allowed limit. We only execute this check if PHYP is running and only on components not belonging to PHYP (PHYP components may be placed outside of the limit).
