Test runtime scom support in Axone

Needed to disable i2c explorer command tests during runtime. Currently just support mmio operations for runtime. Create a common explorer accesss module expaccess

Move everything from expscom to the new, more general, expaccess. All code dealing with io to explorer should live here. Also add some ocmb communication test cases.
