Originally TRACE_ERR_FMT and TRACE_ERR_ARGS were defined in
centaurScomCache.H for the P9 'master' branch.  This commit puts
them into the more proper errlentry.H file like they are for
P10's 'master-p10' branch.

<title>Automatically include config.h</title>

Rather than having to remember to include config.h anywhere
we reference a CONFIG variable (and usually forgetting),
this adds it to the default compiler flags so that it
gets included in every source file we build.

<title>Increase size of default printk buffer in error logs</title>

Recent changes to add more data to our exception path have made
the printk output we get in our error logs less useful than it
should be.  It currently takes at minimum 1076 bytes for a single
exception.  That number would increase if the backtrace got very
large.  This change resizes the buffer to allow for 17 stack
frames within a single exception (1280 bytes).

Disable processing of error logs by the error log server
after receiving the shutdown event.  This is to prevent
the possibility of bad things from happening once other
services are shutdown.

<title>Cache VERSION Partition</title>

This commit adds logic to cache the VERSION partition so that
errl commit function is able to use the cached data instead of sending
messages to SPnorRP queue. Said messages also cause deadlocks
if secureboot verifications fail, since the code attempts to
send a synch message to the SPnorRP queue while it's handling
another synch message. These changes only impact OP systems and
code paths.

Moved the structural parts of the errludattribute code into source
files, instead of being generated.  Now we only pull in the
generated code where it is actually useful.  This makes updates
simpler and faster to compile.

Added a couple more attributes to the supported list of displayable
values.

Improved an error path to get more useful information from
unsupported attributes.

Filled in a couple spots where we needed to support the new
Axone targets types: OCMB, PMIC.

Cleaned up the way we handle adding PN/SN/ECID to our logs
to make them more generic to handle new types in the future
automatically.

<title>Add new path in EEPROM device op to allow reading from new EECACHE</title>

Recently a new EECACHE section was introduced to Hostboot. This section
gets populated with a copy of every PRIMARY_VPD eeprom (someday could
contain other eeprom roles also) during host_discover_targets. This
commit add support to allow users to select where they want to perform
their EEPROM device operation. If they pass CACHE to the deviceOp macro
then a read will come from the pnor cache, writes will write to pnor
cache and then also write to the eeprom HW. If HARDWARE is passed in
then reads and writes will be directly done on the eeprom hardware.
If AUTOSELECT is passed the code will check our cache to see if we have
a copy of the eeprom in question, if we have a copy we will go the
CACHE path, if no copy exists we will go the HARDWARE path. Along with
this change some reorganization was done w/ the eeprom related files.
