We shouldn't quit the analysis if we encounter a pointer without known bounds *unless* we actually need to emit a memcheck for it. The original code was using NumComparisons which is now computed differently. Instead I compute NeedRTCheck from NumReadPtrChecks and NumWritePtrChecks.
