Similar to FoldCONCAT_VECTORS, this patch adds FoldBUILD_VECTOR to simplify cases that can avoid the creation of the BUILD_VECTOR - if all the operands are UNDEF or if the BUILD_VECTOR simplifies to a copy.
This exposed an assumption in some AMDGPU code that getBuildVector was guaranteed to be a BUILD_VECTOR node that I've tried to handle.

This was completely broken if there was ever a struct argument, as
this information is thrown away during the argument analysis.
The offsets as passed in to LowerFormalArguments are not useful,
as they partially depend on the legalized result register type,
and they don't consider the alignment in the first place.
Ignore the Ins array, and instead figure out from the raw IR type
what we need to do. This seems to fix the padding computation
if the DAG lowering is forced (and stops breaking arguments
following padded arguments if the arguments were only partially
lowered in the IR)

Summary:
We now have two sets of generated TableGen files, one for R600 and one
for GCN, so each sub-target now has its own tables of instructions,
registers, ISel patterns, etc. This should help reduce compile time
since each sub-target now only has to consider information that
is specific to itself. This will also help prevent the R600
sub-target from slowing down new features for GCN, like disassembler
support, GlobalISel, etc.

We have too many mechanisms for tracking the various offsets
used for kernel arguments, so remove one. There's still a lot of
confusion with these because there are two different "implicit"
argument areas located at the beginning and end of the kernarg
segment.
Additionally, the offset was determined based on the memory
size of the split element types. This would break in a future
commit where v3i32 is decomposed into separate i32 pieces.

Summary:
MCTargetDesc/AMDGPUMCTargetDesc.h contains enums for all the instuction
and register defintions, which are huge so we only want to include
them where needed.
This will also make it easier if we want to split the R600 and GCN
definitions into separate tablegenerated files.
I was unable to remove AMDGPUMCTargetDesc.h from SIMachineFunctionInfo.h
because it uses some enums from the header to initialize default values
for the SIMachineFunction class, so I ended up having to remove includes of
SIMachineFunctionInfo.h from headers too.

We've been running doxygen with the autobrief option for a couple of

redundant. Since they are a visual distraction and we don't want to
encourage more \brief markers in new code either, this patch removes
them all.

r600 uses dummy pointer info for lowering load/store. Since dummy pointer info
assumes address space 0, this causes isel failure when temporary load/store SDNodes
are generated for amdgiz environment.
Since the offest is not constant, FixedStack pseudo source value cannot be used
to create the pointer info. This patch creates pointer info using llvm undef value.
At least this provides correct address space so that isel can be done correctly.

limits on memory access size that other address spaces. Use

As we introduced target triple environment amdgiz and amdgizcl, the address
space values are no longer enums. We have to decide the value by target triple.
The basic idea is to use struct AMDGPUAS to represent address space values.
For address space values which are not depend on target triple, use static
const members, so that they don't occupy extra memory space and is equivalent
to a compile time constant.
Since the struct is lightweight and cheap, it can be created on the fly at
the point of usage. Or it can be added as member to a pass and created at
the beginning of the run* function.

Structure the definitions a bit more like the other classes.
The main change here is to split EXP with the done bit set
to a separate opcode, so we can set mayLoad = 1 so that it won't
be reordered before the other exp stores, since this has the special
constraint that if the done bit is set then this should be the last
exp in she shader.
Previously all exp instructions were inferred to have unmodeled
side effects.

Summary:
The main challenge in lowering kernel arguments for AMDGPU is determing the
memory type of the argument. The generic calling convention code assumes
that only legal register types can be stored in memory, but this is not the
case for AMDGPU.
This consolidates all the logic AMDGPU uses for deducing memory types into a single
function. This will make it much easier to support different ABIs in the future.

Summary:
An IR load can be invariant, dereferenceable, neither, or both. But
currently, MI's notion of invariance is IR-invariant &&
IR-dereferenceable.
This patch splits up the notions of invariance and dereferenceability at
the MI level. It's NFC, so adds some probably-unnecessary
"is-dereferenceable" checks, which we can remove later if desired.
