This is one potential solution to the problem; another solution would be to replace the use of IdentifierInfo* in NamedDecl with a different class that deals with identifiers better. I'm also prototyping that to see how it compares, but this commit is better than what we had previously. llvm-svn: 59193

lib dir and move all the libraries into it. This follows the main llvm tree, and allows the libraries to be built in parallel. The top level now enforces that all the libs are built before Driver, but we don't care what order the libs are built in.
