Fix llvm-rc tests.
Summary:
Follow-up for D56743.
* Add more "--" in llvm-rc invocations.
* Add llvm-rc to the tools list. This uses full path to llvm-rc in test
RUN lines (llvm-lit -v), making them copy-pasteable.
