Revert "RegScavenging: Add scavengeRegisterBackwards()"
The ppc64 multistage bot fails on this.
This reverts commit r279124.
Also Revert "CodeGen: Add/Factor out LiveRegUnits class; NFCI" because it depends on the previous change
