  pass on non-apple hosts)

Summary:
This patch replaces the FILE* python bindings for SBInstruction and
SBInstructionList and replaces them with the new, safe SBFile and FileSP
bindings.

I also re-enable `Test_Disassemble_VST1_64`, because now we can use
the file bindings as an additional test of the disassembler, and we
can use the disassembler test as a test of the file bindings.

The bugs referred to in the comments appear to have been fixed.   The
radar is closed now and the bugzilla bug does not reproduce with the
instructions given.

Summary:
TestExprsChar.py
Char is unsigned char by default in PowerPC.

TestDisassembleBreakpoint.py
Modify disassemble testcase to consider multiple architectures.

TestThreadJump.py
Jumping directly to the return line on PowerPC architecture dos not
means returning the value that is seen on the code. The last test fails,
because it needs the execution of some assembly in the beginning of the
function. Avoiding this test for this architecture.

TestEhFrameUnwind.py
Implement func for ppc64le test case.

TestWatchLocation.py
TestStepOverWatchpoint.py
PowerPC currently supports only one H/W watchpoint.

TestDisassembleRawData.py
Add PowerPC opcode and instruction for disassemble testcase.

*** to conform to clang-format’s LLVM style.  This kind of mass change has
*** two obvious implications:

Firstly, merging this particular commit into a downstream fork may be a huge
effort.  Alternatively, it may be worth merging all changes up to this commit,
performing the same reformatting operation locally, and then discarding the
merge for this particular commit.  The commands used to accomplish this
reformatting were as follows (with current working directory as the root of
the repository):

    find . \( -iname "*.c" -or -iname "*.cpp" -or -iname "*.h" -or -iname "*.mm" \) -exec clang-format -i {} +
    find . -iname "*.py" -exec autopep8 --in-place --aggressive --aggressive {} + ;

The version of clang-format used was 3.9.0, and autopep8 was 1.2.4.

Secondly, “blame” style tools will generally point to this commit instead of
a meaningful prior commit.  There are alternatives available that will attempt
to look through this change and find the appropriate prior commit.  YMMV.

As this test will create a new target, it will cause all following tests
to fail when running in platform mode, if the new target does not match
the existing architecture (for example, x86 vs x86_64).

expectedFailureWindows is equivalent to using the general
expectedFailureAll decorator with oslist="windows".  Additionally,
by moving towards these common decorators we can solve the issue
of having to support decorators that can be called with or without
arguments.  Once all decorators are always called with arguments,
and this is enforced by design (because you can't specify the condition
you're decorating for without passing an argument) the implementation
of the decorators can become much simpler

This doesn't attempt to move every decorator.  The reason for
this is that it requires touching every single test file to import
decorators.py.  I would like to do this in a followup patch, but
in the interest of keeping the patches as bite-sized as possible,
I've only attempted to move the underlying common decorators first.
A few tests call these directly, so those tests are updated as part
of this patch.
