The pixman ARM optimized code assumes that ARM instructions are
available. Unfortunately, the configure.ac checks do not detect that the
platform is Thumb-only for Cortex-M builds, so it enables the ARM
optimizations, leading to failures like:

When building programs linked with pixman on Thumb-only
architectures. This is due to the fact that some object files in
libpixman-1.a are built for the ARM instruction set.
To resolve this, we give better hints to the pixman configure script
about which ARM optimizations to use: the ARM SIMD optimizations need at
least a CPU that supports ARM instructions, and obviously the ARM NEON
optimizations need NEON support.

These are running long on the teeth - the bundled (e)glibc versions
are very old with several security bugs, they don't work reliably with
-Os and have several build failures related to internal compiler
errors such as:

The situation will not provide, and will in fact get worse with older kernel

pixman fails to build with musl because <float.h> is included in
assembler files, which doesn't work with the <float.h> provided by
musl. This commit fixes that by patching pixman (patch submitted
upstream).

As reported by Yann E. MORIN [1], the latest CS PowerPC toolchain (2012.03)
requires a PPC CPU with SPE, which is basically two variants, 8540 (e500v1) and
8548 (e500v2) in Buildroot. All other PPC CPU can't use that toolchain.
Keep CS PowerPC 2011.03 as latest available version and add a second Kconfig
symbol for the CS PowerPC 2012.03 since it's verry specific to one CPU type
(e500v2).
Previously it was possible to select the CS 2012.03 with a powerpc 8540 (e500v1)
CPU but the sysroot provided by the toolchain only support the 8548 (e500v2)
variant. Allow to select CS 2012.03 only with BR2_powerpc_8548.
Also re-add the previous CS toolchain handling for pixman and liquid-dsp.

Tests are broken on some architectures because of an incomplete fenv.
Since the tests are not really useful in the Buildroot environment, just
disable them.

The toolchain gets confused about TLS access through the GOT (PIC), so
disable TLS support in pixman.

Apply a patch which will be upstreamed soon to fix a problem with the C
pre-processor. This fixes a build failure in MIPS32r2 architectures.

In commit a9baea4345625f6f00fc59395faec83e08346015 ('pixman: add patch
to fix Microblaze build failure'), a patch is added to the pixman
package to avoid using the FE_DIVBYZERO definition when it is not
available. However, it was using the have_fe_divbyzero variable to
define or not HAVE_FEDIVBYZERO, while the AC_CHECK_DECL autoconf macro
sets the ac_cv_have_decl_FE_DIVBYZERO variable.
The end result was that the FE_DIVBYZERO macro was considered as never
being available. This commit fixes that by using the appropriate
variable.

The Microblaze build of pixman was failing due to FE_DIVBYZERO not
being implemented. It turns out that the usage of it, like fenv.h and
feenableexcept() is optional. So the patch simply adds a configure
check and disables the appropriate code (which is only use in the
tests anyway).
This commit also renames the existing patch to follow the patch naming
convention, and get a reliable ordering when applying patches.

Thanks to the pkgparentdir and pkgname functions, we can rewrite the
AUTOTARGETS macro in a way that avoids the need for each package to
repeat its name and the directory in which it is present.

We have been passing -q to ./configure when using 'make -s' for
packages using Makefile.autotools.in for some time. Do the same
for packages using autotools, but not using the
Makefile.autotools.in infrastructure, taking care to not do it
for packages with hand written configure scripts.

Move stamp (dependency) files outside the (version specific) source
directories, so other packages can hardcode dependencies on them instead
of having to use <PACKAGE>_VERSION variables.
This is important as the variables in the make rules are evaluated when
the rules is seen, which might be before the dependent makefile is parsed
(and hence <PACKAGE>_VERSION variable is known, screwing up stuff.
The downside of this is that the package isn't automatically rebuilt
when the version changes (E.G. by a svn update) and you now also have to
remove the stamp files next to $(BUILD_DIR)/<PACKAGE>-* to force a rebuild.

- use install-strip for target

Means we can now bounce cairo to 1.6.x series.
pixman is not dependant on x libraries what so over so removed
the dependencies section.
