Instead of DL_DIR, the package should now use $(PKG)_DL_DIR to ease the
transition into a new directory structure for DL_DIR.

musl doesn't provide sys/param.h to figure out the value of HZ, but as we
know we are building for Linux, and on Linux the clock_t values returned
from times(2) are defined in terms of USER_HZ which is always 100, we can
just as well tell dhrystone to use that directly.

Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:
$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))
so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.

Thanks to the pkgparentdir and pkgname functions, we can rewrite the
GENTARGETS macro in a way that avoids the need for each package to
repeat its name and the directory in which it is present.
